API calls are only returning some of the counties in a state. For example, this call will only return 53 of the 254 counties in Texas.

The county codes we use are FIPS codes which allow for sorting of counties alphabetically. Gaps are left in the numbering in the event a county name changes the entire list does not need to be renumbered losing code comparability. See the county code lists at www.census.gov/geo/reference/codes/cou.html for a list of all count codes. You will see that there are very few states with even number county codes.

It looks like you are calling the ACS 1-year estimates. These estimates are only available for geographies with a population of 65,000 or more. In order to see all of the counties in Texas you need to use the ACS 5-year estimates.
