Using Census and other data (crime statistics, etc.), outline neighborhoods that have coherent and unusual characteristics. The idea is to find areas that stand out because they are different from surrounding areas (probably at tract level). For example, you could identify a Hispanic neighborhood, or a poor neighborhood, or an area with very high housing density or lots of elderly. For the disaster recovery planner, this might indicate that special expertise (foreign language, etc.) or equipment (large generators) are necessary.
